Columbia basin streamflow

I don't see a project directory or dashboard codebase open for this streamflow page. Before I write the page note, I need to understand the context better:

1. What system is this for? Is this:

• A new monitoring dashboard you're building?
• Part of an existing water resources project?
• A section in a larger hydrological reporting system?

1. Where should this note live?

• In a markdown file (if so, where in the repo)?
• As a docstring or comment in code?
• As metadata in a config file?

1. What's the audience?

• End-users reading a dashboard?
• Developers maintaining the code?
• Both?

1. Tone/style preferences?

• Technical/scientific?
• Plain language?
• Formal reporting?

Once I have these details, I can write the page note that explains the streamflow data, the significance of the two gauges, and how to interpret the current discharge readings.
