Green-Colorado basin

I'd be happy to write the page note for the Green-Colorado basin reservoir tracking page. However, I need a bit more information:

1. File path: Where should I write this? (e.g., data/pages/green-colorado-basin.md, docs/basin-notes.md, etc.)
2. Format: What format would you like?

1. New or update: Am I creating a new file or updating an existing one?
